Czech Science Café New York: AI and International Relations

Which state will permit artificial intelligence (AI) to singlehandedly launch nuclear weapons? How will AI assist diplomatic attempts to resolve disputes between states? How accurate will AI-generated foresight scenarios of international developments be and how will they affect decision-making of global leaders?

As any other field of human activity, the realm of international relations will not escape the impacts of disruptive technologies using AI. This, of course, raises ethical and practical questions related to foreign policy making and peaceful relations among states. In his talk, Jan Hornat will focus on the implications of AI for international relations and discuss how the technologies can be leveraged to foster more stability in the international order and how we can avoid their use for malign purposes.

Jan Hornát is Head of the Department of North American Studies at Charles University and a researcher within the Peace Research Center Prague (PRCP). Currently, he is a Fulbright-Masaryk scholar at the School of Public and International Affairs at North Carolina State University, where he studies the moral responsibility of states. He has written a number of policy papers related to AI and his publications appeared in journals such as International Relations, Communist and Post-Communist Studies, Cambridge Review of International Affairs, Global Affairs and The National Interest.

In the past, he was Head of Unit at the Department of European Programs of the Ministry of Justice of the Czech Republic and senior researcher at the Institute of International Relations (IIR). In the period from 2019 to 2021 he was a member of the Academic Senate of the Faculty of Social Sciences at Charles University and in 2020 he was a Raisina Young Fellow at the Asian Forum on Global Governance in New Delhi, India.
